Background
In 1989, the Haida Corporation (HC) shareholders met to initiate discussion on the existing Haida land lots. This meeting concluded with a decision, reached by shareholder vote, to distribute the homesites. A leasing program was discussed the following year but rejected.
On December 12, 1991, HC Resolution 91-27 (R-91-27) was passed, which defined homesite certificates. In 1992, shareholders responded to a survey documenting their homesite preferences of the Haida land lots.
The 1995 Haida Land Exchange Act enabled the trade of 214 homesites with the United States Forest Service (USFS). The 14(c)(3) Homesite Committee called for a request for tender (RFT) from potential developers to plat and survey the 214 replacement lots. Sentec, Inc. proposed to survey 559 homesite lots.
On January 6, 1997 the Haida Corporation sought legal opinion on R-91-27 and a legal letter reviewing the revisions to the homesite project was completed.
A recommendation by the homesite committee was made to the Haida board of directors to overturn R-91-27. Shareholder meetings were held to encourage review and comment on draft homesite plats. The Haida Board of Directors passed a resolution to submit homesite plats. An internal feasibility study was conducted and a finalized budget for the 14C and homesite was completed.
On January 28, 2005 the Haida Corporation, City of Hydaburg, and Hydaburg Cooperative Association/Tribe formed the Hydaburg Steering Committee and a request for funding to complete the Shareholder Homesite Project was proposed.
